In 1999, the City of Isle of Palms purchased the marina facility located at the confluence of Morgan Creek and the Atlantic Intracoastal Waterway. The floating docks at the marina are approximately 30-year old timber framed docks.
The FY21 Budget includes funds to replace the aging docks, including the fuel dock, fuel hut and marine utility infrastructure, located along Morgan Creek. This project also includes needed maintenance for the bulkhead.
The City expects to award a contract by the end of September and construction to begin after September 30, 2020. The project is expected to take approximately 5-6 months to complete.

Floating Dock Replacement Begins
The removal of the existing floating docks and their supporting pilings began on May 10, 2021.
Marina Rehabilitation Progress Update - May 2021
The following informational update from Applied Technology and Management (ATM) was provided to the Real Property Committee on Tuesday May 4, 2021 at their regular meeting.
- Demolition of the docks west of the boat ramp will commence the week of May 5, 2021 and should only take about a week. Installation of the new docks will commence thereafter on the week of May 24, 2021.
- All docks to be installed have been prefitted with fire suppression and potable water lines which should speed up the installation process.
- The installation is expected to be completed by June 7, 2021.
- Coordination with Dominion Energy continues regarding the installation of new transformers on the site.
- The installation of the slips behind the marina store will follow the installation of dock area A.
- ATM and Structurmarine are holding regular calls regarding the design of the fuel hut platform with an estimated completion date of mid-May for design work.
City Council Approves Change Order from Salmons Dredging
City Council approved a change order from Salmons Dredging during their meeting on February 23, 2021. The change order results from a heavier than expected fuel hut. The details of the change order can be found here. The change order will be cost shared with the Marina Manager in the amount of $36,400
Progress Report on Marina Rehabilitation Project Presented to Real Property
Administrator Fragoso reported to the Real Property Committee on Monday January 4, 2021 that the bulkhead cleaning is ongoing and going smoothly. Contractors have been working around the tide schedule which has been challenging but also successful. The City is reviewing a change order along with ATM which will credit the City $37,000 for the specified joint sealant that is no longer being manufactured. The epoxy being applied has been determined to be sufficient, and the contractor is suggesting the resulting savings should be use for ongoing maintenance of the bulkhead.
ATM is reviewing the layout for the submittal to the dock manufacturer, who has indicated some delay in the delivery of the dock. An updated work schedule will be provided to the Real Property Committee when it is made available.
Administrator Fragoso also reported, “[The City has] currently received a new pay application from Salmon’s Dredging that we are evaluating. We are also in the process of executing the boating infrastructure grants the City received for the components of the fuel hut and the fuel dock, roughly around $60,000 to $70,000 that the City was awarded.” The contract is being reviewed by the South Carolina Department of Natural Resources and the City Attorney. The matching funds for this grant are already included in the project budget.
City Council Approves Contract
City Council approved the award of a contract to Salmon's Dredging for the marina dock replacement and bulkhead re-coating project. The City expects to execute the contract and issue Notice to Proceed by October 1, 2020. The project is expected to take 5-6 months to complete.
Ways and Means Committee Approves Award of a Contract to Salmon's Dredging Co. for Dock Rehabilitation and Bulkhead Maintenance
During its regular committee meeting on September 15, 2020, the Ways and Means Committee approved the award of a contract to Salmon's Dredging Corporation in the amount of $4,304,008 for the Isle of Palms dock rehabilitation and bulkhead maintenance project.
The Ways and Means Committee recommended including $86,000 for IPE decking for all of the floating dock system. IPE is a Brazilian hardwood that does not require preservative treatment, works well with aluminum, is long lasting and requires very little maintenance.
The project cost breakdown is as follows:
Dock Replacement Project:
Base bid = $2,737,216
- IPE decking = $86,000
- Builder’s Risk = $15,000
- Fuel Hut = $100,000
- 15% contingency = $440,732
Total = $3,378,948
Bulkhead Re-Coating:
- Re-coating and intense cleaning of the upper and lower work zones = $804,400
- 15% contingency = $120,660
Total = $925,060
