Isle of Palms Marina Dock Rehabilitation

In 1999, the City of Isle of Palms purchased the marina facility located at the confluence of Morgan Creek and the Atlantic Intracoastal Waterway. The floating docks at the marina are approximately 30-year old timber framed docks. 

The FY21 Budget includes funds to replace the aging docks, including the fuel dock, fuel hut and marine utility infrastructure, located along Morgan Creek. This project also includes needed maintenance for the bulkhead.

The project involves the construction of Phase I and Phase II of the approved conceptual plan of the dock improvement project. 

The City expects to award a contract by the end of September and construction to begin after September 30, 2020. The project is expected to take approximately 5-6 months to complete.

Marina Dock Rehab Update - April 2022

  • Walk-through inspection for substantial completion was held on Friday, April 15.
  • Potable water system passed the pressure test last week. First bacterial sample was taken yesterday by the testing lab, and it passed. Second sample was taken this morning and results are expected tomorrow. When the second bacterial test passes, SCDHEC will issue permit for water to be used for drinking.
  • Fire suppression stand-pipe system was tested las week, but it was noted there was a small drip at one of the electro-fuse couplings at a transition in Charter docks. Replacement fittings were ordered last Friday will be picked up today and installed tomorrow.
  • Sewer pump-out system installed and plumbed. The section of line between the pump and the bulkhead will be pressure tested tomorrow.
  • Electrical panels will be opened for detailed inspection followed by discussion regarding the warranty.
  • Salmons will touch up the coating on the bulkhead where the fire suppression feed lines transited through the bulkhead.
  • Transworld will repour two sections of tabby sidewalk in the path where electrical conduits were installed.
  • Salmons is assembling as-builts, Operations & Maintenance manual, warranty statements for all components furnished for the project.

  • Fuel dock- working on fuel dispensing, water, and fire suppression systems. Power and fire pedestal installed.  
  • Fuel hut- close to complete; working on cabinets, interior and exterior finishes.
  • Charter docks- close to complete; working on water and fire suppression systems.
  • Restaurant and face docks- the power supply for the docks has been interrupted twice in the last month, but both were by design and caused by potentially unsafe conditions.
  • Expect to be complete by April 1st, except water certifications by DHEC and as-built documentation.

  • Work on final phase is ongoing Fuel dock and fuel hut
  • Fuel dock is fully installed, and fuel hut construction is underway. Structure is fully framed and dried in, interior utility routing is nearly complete.
  • ATM, EPIC, Salmons, Petroleum Marine and marina operator met on site last week to review and discuss the installation of the fuel system for the dock ( Routing, dispenser placement, sump access, fuel system control wiring in the fuel hut, fuel cost displays, etc.)
  • Salmons, EPIC, ATM, and the marina operator reviewed and confirmed power and fire pedestal placement on the fuel dock. This will allow for the installation of these items.
  • All previously reported problems with the electrical system on the Charter Docks have been corrected via pedestal re set process that is printed on the pedestal. Salmons reviewed this process with the marina operator for future reference.
  • The Restaurant and Face Docks have been energized. The panel that previously failed in this area will be monitored and tested over the next few weeks to ensure proper performance.
  • Salmons is actively working to engage their mechanical sub contractor to complete the water and fire protection installation on the Fuel Dock. This work will be scheduled once the power pedestals are installed.
  • ATM installed of grip tape at the end of the gangways to address slipping concerns.

  • Builders Risk extended through March 2022
  • Restaurant & Face dock electrical panel issues:
  • The replacement breaker is in hand and ready to be installed.
  • When Transworld went to install replacement breaker some unusual, pre-mature corrosion was discovered on several other parts within the distribution panel. These parts have been ordered for replacement to quickly get power back to these docks. Contractor monitoring electrical panel to identify root cause of corrosion. No obvious signs of moisture within the unit.
  • City expressed concerns over these issues and the new system’s long-term reliability. Contractor and engineer working with subcontractor on solutions to ensure system is reliable.
  • Engineer & contractor evaluating various solutions to address tripping hazards with the metal plates at the end of the gangways
  • Fuel hut:
  • Roof, windows and doors to be installed by the end of this week
  • Electrical rough-ins completed
  • Completion scheduled end of this month
  • On-going coordination with subcontractor who will install fuel dispensers and fuel system – Complete installation scheduled for the end of February.

  • Supplemental floats to fix freeboard issue on the Restaurant dock expected by the end of 11/15 week.
  • City evaluating timing of potable water hook up for Charter Docks.
  • We can hook up the potable water now, do the testing, coordinate with DHEC, etc. for an extra fee of ~$10,000.
    Potable water would be operational by mid December OR we can wait and hook up the potable on Charter and Fuel at the same time for no extra fee. All of this probably will be done mid to late January.
  • Salmon’s Dredging waiting on two (2) additional loads from Structure Marine:
    • The first load includes the fuel docks and the angle bracket for the corner of Charter down by the boat ramp. This load is on a truck in route to SC.
    • The second load includes the fuel dock platform and will be shipped by the week of 11/22.

Dock Area C – (Restaurant and Face Docks)

  • Electrical cover plates for the remaining areas of the Restaurant and Face Docks, and all of the cover plates for Charter Docks expected to arrive Monday, 10/18. Contractor has been waiting for this shipment since June.
  • Fire standpipes will be straightened and all 4 will be recoated
  • Salmons addressing freeboard issues on 2 locations. Spacers between dock and floats will be replaced.

Dock Area B (Charter Docks)

  • All piles driven and docks installed. Area B has been turned over to electrical and water utility contractors.
  • Approximately 2-3 weeks for completion.

Area A (Fuel dock)

  • Original and revised completion scheduled was pending availability of materials.
  • Delivery of fuel platform expected 11/15. Platform and docks need to be assembled in Salmon’s shipyard.
  • Demo of fuel dock and hut scheduled for 11/29.
  • Petroleum Marine scheduled to remove dispensers and secure fuel system on 11/15.
  • Installation of fuel platform and docks between 12/1 – 12/15
  • Construction of fuel hut scheduled 12/15, followed by fuel system installation and utilities.

Dock Area C – (Restaurant and Face Docks)

  • Connection to the potable water service at the meter/backflow preventer has required the replacement of various inground materials that were unforeseen before excavation
  • Pressure testing and disinfecting is ongoing
  • Bacterial testing scheduled for week of 9/20

Dock Area B – (Charter Docks)

  • Salmons will demo the existing “Charter” dock when both Restaurant and Face docks are fully functional for use and turned over to MJV
  • All major materials necessary to construct the docks are on site at shipyard, except gangways

Dock Area A (Fuel dock)

Structurmarine continues to seek out alternate suppliers for specific aluminum extrusions required to fabricate the fuel hut platform that are currently not available in Canada due to ongoing supply chain issues directly related to COVID-19.  The fabrication of various floats for the Fuel Dock and Fuel Hut Platform are currently in the works, but cannot be completed and delivered until the subject aluminum extrusions are available.

Dock Area C (Restaurant and Face Docks)

  • Punch list inspection scheduled for week of 8/16 prior to turnover
  • Portable water system not yet fully connected or tested (subcontractor man power issues)
  • Fire suppression almost complete. Final bracing of standpipes and pressure testing pending.
  • On site meeting with Fire Department pending prior to turnover

Dock Area B (Charter Docks)

  • Salmons will demo the existing “Charter” docks when both Restaurant and Face docks are fully functional for use and turned over to Marina Operator
  • All major materials necessary to construct the docks are on site at shipyard, except gangways

Dock Area A (Fuel Dock)

  • ATM received revised submittal of fuel dock from Structurmarine. 
  • Fuel hut construction contractor reviewed final design plans for the fuel hut and provided updated price above the approved amount. Meeting is being scheduled for week of 8/16 to discuss updated pricing and identify items to modify.

Dock Area C (Restaurant and Face Dock)

  • Salmons remobilized to the marina site on Monday, July 12th to begin installation of gangways platforms and permanent gangways. Pile caps will also be installed if their arrival coincides with mobilization timeline.
  • Electrical components proceeding according to plan.
  • Flexible connections from the 2” potable waterline to the hose bibbs on the power pedestals and the 4” flexible connection from the bulkhead fitting to the dry standpipe fire protection system currently installed under the docks are currently at a standstill due to the unavailability of previously approved materials. Salmons and ATM collaborating on possible alternatives in material selection.

Dock Area B (Charter Docks)

  • Salmons will demo the existing Charter dock that parallels the boat ramp and install the new replacement "staging" dock. A temporary gangway will be utilized to access this dock, which will be used exclusively to assist folks launching and recovering boats at the ramp.
  • No other work will be performed on the existing Charter Docks until both Restaurant and Face docks are fully functional for use. 

Dock Area A (Fuel Dock)

  • Fuel hut design completed and building permit issued by IOP Building Department.
  • ATM in receipt of submittal package for the fuel docks and fuel platform from
    Structurmarine, the dock manufacturer.
