IOP County Park Emergency Vehicle Access

Project scope includes:

• new gate at the curve at 14th and Ocean
• new 12’ wide path of reinforced landscaping grid to blend in with the park, but provide a firm driving surface
• new resting area with power hookup for an emergency vehicle to remain parked within the park and not need to be idling
• widened gate at the beach end of the path
• new clatter bridge (think wooden mobi-mat) over the dune and on to the beach
Staff, Davis and Floyd, and County staff have met on site twice and reviewed the concept and both parties are agreeable.

• Goal is to start bidding process in November 2023 and construction in January 2024.


Davis and Floyd are doing final field survey verifications now and should have a final plan within 30 days.
Once the final plan is complete, the County Park staff will need to present the concept to their Board for approval, which they indicate should take about 30 days


Beach Access Path Improvements
Staff evaluating installation of footbridges at 23rd, 26th and 30A beach access paths to address low lying areas that are prone to standing water, limiting access after rain events. Staff to pursue funding from the Charleston County Greenbelt Program - $249K available to the City for beach access improvements.


Beach Maintenance & Restoration

• Staff expects proposal from Coastal Science & Engineering by mid July to begin design and pursue permitting for shoal management and large scale offshore project on the north end. Proposal will also include identifying sand borrow area near Breach Inlet and coordination with the US Army Corps of Engineers on Breach Inlet project.
• Minor dune restoration project between 114 and 304 Ocean Boulevard in process. Staff securing quotes from contractors, coordinating execution of easement agreements with property owners and preparing grant application for SCPRT to cover 50% of construction costs.
