Phase 3 Drainage Project - Outfalls & Basin

The City has initiated the third phase of a project to improve storm water and tidal drainage across the island. This project is intended to make significant drainage improvements to the 30th, 36th and 41st Avenue outfalls which will improve conditions on the amount of standing water events experienced by residents and property owners.

The project began in 2017 when City Council tasked the Planning Commission with developing a strategy to address drainage problems. As part of the project, smaller but impactful drainage improvement projects along the basin will also be addressed. These are located at Sparrow Drive, Forest Trail, Cross Lane, 32nd Avenue and 41st Avenue.

The construction of the 30th and 36th Avenue outfalls began in early 2022 and expected completion in 2023. The construction of the drainage improvements to the 41st Avenue outfall is scheduled to begin in the fall/winter of 2023.

Waterway Boulevard Multi-Use Path Elevation Project

  • Funding Source: $1.1M ( $157K Design & Permitting - Capital Projects Fund. City seeking $990K Grant from FEMA Hazard Mitigation Grant for construction)
  • Design and engineering in process. T&H evaluating feasibility of increasing level of protection by elevating the path an additional foot. No update from SCEMD on FEMA Hazard Mitigation grant announcement.

 

Sea Level Rise Adaptation Plan

  • Funding Source: $20K - Beach Preservation Fund
  • Technical workshop held in March to identify vulnerabilites and establish agreed upon sea level rise projections. Stakeholder meeting scheduled w the Planning Commission and Enviromental Advisory Committee in May.

  • Contractor mobilized in January and began laying pipe at the intersection of Waterway Blvd and 41st Ave. Delays in dewatering work area due to tides/groundwater issues and coordination with Dominion Energy to hold power poles for stabilization.

Waterway Boulevard Multi-Use Path Elevation Project

  • Design and engineering in process. No update from SCEMD on FEMA Hazard Mitigation grant announcement.

Sea Level Rise Adaptation Plan

  • Technical workshop scheduled for end of February to identify vulnerabilities and establish agreed-upon sea level rise projections.

  • The Bastion Group under contract and mobilized week of January 2nd. Staff working with marina restaurant on temporary license agreement to allow construction access through the employee lot. Change order to extend pipe to the headwall provided for consideration.

  • Thomas & Hutton under contract for design, engineering and permitting. Survey completed in 12/23. Waiting onfinal FEMA funding announcement.

  • Road paved and reopened 11/3 after contractor completed stormwater and
    utility work. Waiting on fabrication of steel reinforcement package (3-4 week
    lead time). Contractor expected back on site first week of December and
    substantial completion in January 2024.

  • Check valves have been delivered and are on site. Castings and grates are in and waiting for fabrication of miscellaneous items (railings, trash racks, etc.) All installation to be completed at the same time with same crew.


36th Avenue (Forest Trail)

  • Coordination and agreement on conceptual design of junction box complete. Construction of 36th Avenue outfall to start in the fall. 41st Avenue
  • MS4, NPDES, OCRM, USACE & SCDOT permits on hand.
  • Environmental Assessment completed and approval of grant funds for purchase of wetland credits approved
    T&H prepared technical specifications and special provisions for bidding
  • Start of construction planned for fall/winter 2023.
